Program Details
Overview: This bill expands eligibility for the Family Caregiver Program of the Department of Veterans Affairs to include members of the Armed Forces or veterans who are seriously injured or who became ill (or who aggravated an injury or illness) on active duty before September 11, 2001 (currently limited to service after September 11, 2001).
Eligibility Criteria for the Caregiver Stipend
Program eligibility considers a veteran’s need for regular or extensive instruction or supervision in completing two or more instrumental activities of daily living (IADLs).
Stipend Amount
Family caregivers receive a monthly stipend. The amount is based on the veteran’s level of need and where they are located. It is calculated based a monthly stipend amount from the Bureau of Labor Statistics’ home health aide wage in the veteran’s area. Caregivers receive either Level 1 (62.5% of the monthly rate) for veterans who can generally care for themselves or Level 2 (100% of the monthly rate) for veterans who are unable to self-sustain in the community.
