Overview: This bill streamlines benefits and administrative practices across states for paid family and medical leave (PFML) programs. It establishes an Interstate Paid Leave Action Network (I-PLAN) to develop blueprints for states to follow. The I-PLAN creates a policy and administrative standard to facilitate easier compliance and understanding of PFML across states. It creates a process to coordinate the delivery of benefits across participating states.

States can receive grant funding to support this work. They will designate an entity to participate in the I-PLAN, lead efforts to implement it, and help communicate with relevant stakeholders.
Outreach
Outreach is done in coordination with a range of external stakeholders, including state legislatures, governors, employees, employers, self-employed individuals, policy experts, and tribal governments.
State Implementation Grants
States receive grants to support administrative costs, data and technology, staffing, training, and outreach. Subject to the availability of appropriations, the state grant amounts range from $1,500,000 to a maximum of $8,000,000.
