Program Details

Overview: This bill amends the Older Americans Act (OAA) to strengthen caregiver assessment practices and establish a technical assistance center. The bill also allows area agencies on aging to partner with health care payers and private pay programs to expand capacity. 

Family Caregiver Assessments

The bill requires the Assistant Secretary for Aging to develop and implement a strategy to increase the use of comprehensive caregiver assessment tools.  Considered will be the option to make the use of such tools across the aging network mandatory.   

The bill establishes the National Family Caregiver Resource and Technical Assistance Center to support state and local agencies, community-based providers, and caregivers.  

Entities eligible for funding include public or private nonprofit entities that provide information and assistance to state agencies, area agencies on aging, and community-based service providers funded under OAA. 

The grants are used to build capacity and provide technical assistance to entities that receive OAA funding to support family caregivers.

Increases funding from $154,366,482 to $360,000,000 for each of the fiscal years 2020 through 2024 for the purpose of supporting caregivers under the OAA.
