Recommends a combination of public and private sector reforms: Universal catastrophic insurance program of financial support for those with extended LTC needs. Various initiatives to revitalize the private LTC insurance market to better address non-catastrophic care needs. Stronger support for family caregivers. Modernization of the Medicaid safety net for LTSS.
Health Security Act (S.2357)
Creates a state-based HCBS program for hospitalized individuals who need LTSS as an alternative to nursing facility placement. Clarifies favorable tax treatment of private LTC insurance and LTC expenses by treating policies as accident or health insurance contracts and assuring that payments are not taxable because they are treated as reimbursement for expenses actually incurred for medical care.
