Overview: The bill authorizes the Secretary of the Department of Health and Human Services (HHS) to establish the Caregiver Skills Training Pilot Program, awarding grants to entities that provide evidenced-based caregiver skills training to family caregivers of children with autism spectrum disorders or other development disabilities.
Eligible Entities
An eligible entity must have competence in caregiver training and the ability to coordinate among community-based organizations, state agencies, payers, and providers. They will convene a stakeholder implementation committee (including family caregivers) for oversight.
Topics Included in Training
Communication skills, social engagement, activities of daily living (ADLs), caregiver response to challenging behaviors, coping and self-care, and more.
Cost of the Training
The caregiver training must be provided free-of-charge.
Eligible Family Caregivers
Family caregivers include adult family members or other individuals who have a significant relationship with and who provide a broad range of assistance to one or more children (age 0 to 9) diagnosed with autism spectrum disorder or other developmental disability or delay.
Grant Funds and Scope
At least 25 eligible entities in at least 15 states. Each grant will be at least $500,000 over a 5-year period.
Limitations on Use of Funds
An entity cannot use funds to support existing activities; funds can only be used to supplement and expand existing activities and resources.
Evaluation and Reporting
The Secretary shall assist entities in developing plans for sustainability. Evaluation is conducted annually. The Secretary will convene at least one national or regional meeting where grant recipients discuss best practices. The Secretary will report to Congress on the implementation of the grants.
